The more important factor in all of this is which circulates in his mind is that she is fully naked, and he is just in a kilt - should he shed his kilt? is it too forward of him to do so? clearly nudity of not a concern of hers, but should it be of his? - and so he is...momentarily stuck as to what exactly he should do.
But she is wanting him on her lap. And he needs to move eventually (it is not like he expects her to disappear into thin air, but what if she changes her mind?) so he nods, moves closer to her.
"Would you have me disrobe, Goddess?"
(There - he will ask, and accept whatever direction she gives him. It might be cheating a bit to put all the 'control' in her hands in this moment but he is so very scattered mentally that it will help pull him back to focus.)
